The Texas Workforce Commission (TWC) requires each of the 28 Local Workforce Development Boards to prepare and submit a local plan for workforce service delivery that consists of strategic and operational components, as well as required compliance items.   The Board plan must define the goals of the Board as the source for workforce solutions in the workforce area and the local service design supporting those goals.   The Fiscal Year 2007 – 2008 planning cycle covers a two-year period from October 1, 2006 to September 30, 2008.

The TWC planning guidelines set forth the criteria for the Board plans. The guideline discussion items are imbedded within the Plan in bold.
