Procurement
The Workforce Board and it's contractors contract and procure products and services separately. Normally, goods and services relating to direct customer service are handled by contractors and more information on these can be found in either the Business Services or Career Services pages of this web site.
Products and Services Purchases (except training)
For purchases in excess of $100,000, the Board normally issues Requests for Proposals (RFP) to obtain contractors to provide operational, administrative, and special project services as well as office supplies, equipment, office furnishings, and other goods.
For purchases under $100,000, the Board generally procures goods and services through Requests for Quotes (RFQ).

Training Procurements
Due to various regulatory requirements, the Board purchases training for different programs and populations differently.
Individual Referral Agreement
The Individual Referral Agreement allows the workforce center to place qualified individuals at public or proprietary training institutions for courses offered to the general public. Training provided under these agreements ranges from pre-employment skills to occupational training up to an associates degree. Occupational skills training must be in occupations for which the individual is likely to find immediate employment upon completion of training, these occupations are determined by the Board and are found on the
Priority Occupations List. To apply, complete the application and return to Chris Gaston (contact information above)
A contract will be issued if a vendor meets criteria and is approved by the Board. The vendor will be added to our approved vendor list for Individual Referral and are then eligible for referrals from the Deep East Texas Workforce Centers.
