Procurement

The Workforce Board and it's contractors contract and procure products and services separately. Normally, goods and services relating to direct customer service are handled by contractors and more information on these can be found in either the Business Services or Career Services pages of this web site.

Products and Services Purchases (except training)

For purchases in excess of $100,000, the Board normally issues Requests for Proposals (RFP) to obtain contractors to provide operational, administrative, and special project services as well as office supplies, equipment, office furnishings, and other goods. For purchases under $100,000, the Board generally procures goods and services through Requests for Quotes (RFQ).

Training Procurements

Due to various regulatory requirements, the Board purchases training for different programs and populations differently.

Individual Referral Agreement

The Individual Referral Agreement allows the workforce center to place qualified individuals at public or proprietary training institutions for courses offered to the general public. Training provided under these agreements ranges from pre-employment skills to occupational training up to an associates degree. Occupational skills training must be in occupations for which the individual is likely to find immediate employment upon completion of training, these occupations are determined by the Board and are found on the Priority Occupations List. A contract will be issued if a vendor meets criteria and is approved by the Board. The vendor will be added to our approved vendor list for Individual Referral and are then eligible for referrals from the Deep East Texas Workforce Centers.

Eligible Training Provider List

Training providers who wish to provide training to WIA participants must submit an electronic application to the Board for each program/course and for each location they wish to offer the program/course. Occupational skills training must be in occupations for which the individual is likely to find immediate employment upon completion of training, these occupations are determined by the Board and are found on the Priority Occupations List. The application, rules and requirements, and approved training programs are shown on the Eligible Training Provider System.

Bidder's List

The Board maintains a Bidder's List of potential bidders who have responded to procurement requests in the past or who have contacted the Board and requested to be included on the list. If you wish to be added to the bidder's list please contact Chris Gaston (contact information above)

Historically Underutilized Businesses

It is the Board's policy to contract, whenever possible, with small and minority owned businesses, women's businesses and enterprises, and labor surplus areas which have historically been under-utilized, disadvantaged organizations (HUBS).

Faith-Based Organizations

In accordance with Governor's Executive Order GWB-96-10, and § 2308.303(a)(9), Government Code, a charitable or faith-based organization is eligible to be a subcontractor on the same basis as any other private organization. As a subcontractor such an organization retains control over the definition, development, practice and expression of its charitable or religious beliefs except as provided by federal law.
