Strategic and Operational Plan



The Texas Workforce Commission (TWC) requires each of the 28 Local Workforce Development Boards to prepare and submit a local plan for workforce service delivery that consists of strategic and operational components, as well as required compliance items. The Board plan defines the goals of the Board as the source for workforce solutions in the workforce area and the local service design supporting those goals. The Fiscal Year 2007 - 2008 planning cycle covers a two-year period from October 1, 2006 to September 30, 2008. A plan extension was approved by TWC through 2010.

The TWC planning guidelines set forth the criteria for the Board plans. The guideline discussion items are imbedded within the Plan in bold.

Plan Modification Summary 2009

The entire plan includes the Board’s mission, goals and objectives; a labor market analysis; plans for employer involvement; elements of system operation including service delivery, partners, structure, and performance; information regarding the alignment to the state workforce plan; public comments; and priority of service.    The plan modification summary describes the intended changes to the plan and appendices.
